Peter was oblivious, but the question was a complicated one. How to explain that he'd run into people who he vaguely recognized, but who didn't know him and who didn't seem like they were necessarily from the same place he was? Some of them had realized he'd known them, others hadn't, so he'd lied.
His pause stretches a little too long. It will, no doubt, seem slightly suspicious. So instead of telling the truth, he decides to go with the confusion angle. It's definitely believable.
"Yes and no... I've met a few people whose names I've recognized who are drastically different than the them that I know. Have I met anyone who I think is from the same place that I am? No. Have I met people I know, or should know? Yes."
