I'd have to go back and re-read it cut I thought he mentioned an elevation of the Chosen a bit to have their own council or whatever and not be under the thumbs of the Magistrates. He gets the reality of the Heart being central to the protection of the City, but the power it gives has been negative (Justice and the Emperor...and I'm pretty certain I'm missing one), to uninvolved most of the rest, to the one good one he knows (Nina). That is what he's more interested in stopping, because the shift of people coming in and going out is part of the Heart's nature, and (agian from his POV) it, itself is a force of nature than a sentient. It will do these things instinctually.

But that is also kinda game breaking in its own way since that does change some things.
